The notice proposes that the main goal is to give full play to the leading role of the power equipment industry, while considering the feasibility of the goal, and stabilize the growth of the power equipment industry through the implementation of a series of work measures, and strive to achieve an average annual growth rate of more than 9% in the main business income of the power equipment industry from 2023 to 2024, and an average annual growth rate of about 9% in industrial added value.
The plan proposes to promote the construction of advanced manufacturing clusters. Support the Chengdu-Deyang high-end energy equipment industry cluster, Nanjing new power (smart grid) industry cluster, Baoding power and new energy high-end equipment cluster, Wenzhou Yueqing electrical cluster and other national advanced manufacturing clusters to become bigger and stronger, and accelerate the promotion to world-class clusters. Support the Northeast, Yangtze River Delta and western regions to develop provincial power equipment advanced manufacturing clusters based on regional development foundations and comparative advantages, relying on industry leading enterprises and key industrial parks.

Work Plan for Stabilizing Growth in the Power Equipment Industry (2023-2024)
This plan is formulated to thoroughly implement the important instructions and instructions of General Secretary Xi Jinping on the development of the power equipment industry, conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, put stabilizing growth in the first place, give full play to the leading role of the power equipment industry, promote effective improvement in quality and reasonable growth in quantity, and strive to achieve the main expected goals of industrial economic development.
1. Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, fully, accurately and comprehensively implement the new development concept, better coordinate supply-side structural reform and expand domestic demand, deeply implement the carbon peak and carbon neutrality strategies, accelerate the construction of a new power system, adhere to problem-oriented, goal-oriented and result-oriented, and follow the principle of combining long-term and short-term development. By strengthening the leadership of major projects, ensuring high-quality supply, accelerating the promotion and application of equipment, continuing to open up international markets, and enhancing the competitiveness of the industrial chain, we will consolidate the growth foundation of the power equipment industry and promote high-quality development of the power equipment industry.
2. Development Situation
In 2023-2024, my country actively implemented the carbon peak and carbon neutrality strategies, accelerated the construction of a new power system, brought new momentum to the high-quality development of the power equipment industry, and the power equipment industry maintained a good stable growth situation.
From the supply side, the supply structure of power equipment has been continuously improved. In recent years, under the guidance of relevant plans for the "14th Five-Year Plan" and the "Action Plan for Accelerating the Green and Low-carbon Innovation Development of Power Equipment" and other policy documents, the high-end, intelligent and green development of power equipment has been accelerating.
From the demand side, on the one hand, domestic equipment demand is strong, and it is expected that the new wind power and photovoltaic installed capacity will increase significantly; actively and safely and orderly develop nuclear power; and start a number of new power transmission and transformation projects. On the other hand, the international market is constantly expanding, and domestic leading enterprises have signed a number of wind power, photovoltaic and hydropower projects with the Belt and Road countries, which will drive a number of power equipment to "go global".
Although there is a strong demand for power equipment, in the short term, there is pressure for the industry's revenue growth rate to fall in the second half of the year, and there is still uncertainty in the "going global" environment; in the long term, there are still problems such as key core components being controlled by others, which to a certain extent restrict the continued growth of the power equipment industry.
3. Main objectives
Give full play to the driving role of the power equipment industry, while considering the feasibility of the goals, and stabilize the growth of the power equipment industry through the implementation of a series of work measures, and strive to achieve an average annual growth rate of more than 9% in the main business income of the power equipment industry and an average annual growth rate of about 9% in industrial added value in 2023-2024.
4. Work measures
(I) Strengthen the leading role of major projects
Give full play to the driving role. Relying on the construction of major national wind power, photovoltaic, hydropower, nuclear power and other energy fields, encourage construction and operation units to increase the procurement of breakthrough power equipment, rely on the construction of key projects to promote the demonstration and application of key research results, and promote the promotion and application of power equipment through demonstration and guidance.
Ensure the supply of power equipment. Guide equipment manufacturing enterprises to improve the quality of supply, ensure the construction of a number of major national projects such as large-scale wind power and photovoltaic base projects, "Hualong One" demonstration project, Guangxi Fangchenggang and other nuclear power projects, Yalong River, Jinsha River and other river basins, wind and light integrated demonstration bases, Jinshang-Hubei, Longdong-Shandong, Sichuan and Chongqing main grid and other ultra-high voltage projects.
(II) Accelerate the promotion and application of equipment
Strengthen policy guidance. Promote verification and application. Accelerate the construction of the application verification platform for large wind turbine blades, and promote the application verification of wind turbine blades that have made breakthroughs using the platform. Focus on the urgent needs of the industry, continue to support the construction of the first major technical equipment application verification platform in the field of power equipment, promote resource openness and sharing, and effectively build a bridge between the development and industrialization of power equipment.
Accelerate industrial application. Optimize and improve the insurance compensation policy for the first major technical equipment as soon as possible, improve the accuracy of policy support, focus on key areas such as power equipment, and focus on supporting the accelerated promotion of innovative products that have made breakthroughs.
(III) Continue to explore the international market
Promote the "going out" of power equipment. Coordinate the construction of existing overseas projects such as the Karachi Nuclear Power Plant in Pakistan, strive to create benchmark projects, and form overseas engineering brands. Guide enterprises to strengthen cooperation with developing countries in the energy field, adopt trade, engineering contracting, investment, technical cooperation and other means to carry out bilateral, trilateral and multilateral market cooperation according to local conditions, and promote the implementation of more power projects.
Deepen international exchanges and cooperation. Give full play to the role of multilateral and bilateral cooperation and high-level dialogue mechanisms, strengthen international mutual recognition of technical standards, inspection and testing, certification and other aspects, and strengthen exchanges and experience sharing with international organizations. Support enterprises and overseas institutions to strengthen exchanges and cooperation in technology development, economic and trade exchanges, talent training and other aspects.
(IV) Enhance the competitiveness of the industrial chain
Accelerate the industrial chain to strengthen strengths and make up for weaknesses. Promote the strengthening of power equipment and make up for weaknesses, study and formulate an action plan for high-quality development of wind power and nuclear power equipment industries, use relevant mechanisms to promote the research and development of key components of nuclear power equipment, rely on relevant special projects to coordinate and promote the research and development of projects such as UHV converter transformer on-load tap changers, and continue to support the breakthrough of a number of key core components.
Promote the intelligent upgrading of power equipment. Accelerate the promotion of equipment digitization, carry out pilot demonstration actions for intelligent manufacturing, and improve the level of digitalization and intelligence. Accelerate the integration with the new generation of information technology and promote the application of typical scenarios of "5G+Industrial Internet" in the field of power equipment. Promote remote operation and maintenance services and full life cycle management, and accelerate the development of networked services for power equipment.
Promote the construction of advanced manufacturing clusters. Support the expansion and strengthening of national advanced manufacturing clusters such as Chengdu-Deyang high-end energy equipment industrial cluster, Nanjing new power (smart grid) industrial cluster, Baoding power and new energy high-end equipment cluster, and Wenzhou Yueqing electrical cluster, and accelerate the promotion to world-class clusters. Support "chain leader" enterprises to become bigger and stronger, play a leading and driving role, promote the inclusion of supporting small and medium-sized enterprises into important supply chain management, and establish long-term strategic cooperation. Implement the "one chain, one policy, one batch" financing promotion action for small and micro enterprises, accelerate the cultivation of specialized and new "little giant" enterprises, manufacturing single champion enterprises and small and medium-sized enterprise characteristic industrial clusters, and promote the integrated development of large, medium and small enterprises.
V. Guarantee measures
(I) Increase overall coordination efforts. Give full play to the role of the National Major Technical Equipment Office, rely on the national major technical equipment work coordination mechanism, strengthen departmental coordination, form policy synergy, strengthen central-local linkage, and guide local industry authorities to introduce supporting measures based on actual conditions. Rely on the National Major Technical Equipment Expert Committee to carry out in-depth research and provide important decision-making support. Innovate organizational forms, give full play to the role of industry associations, and help implement policies in innovation, development, promotion and application.
(II) Strengthen fiscal and taxation support. Promote the implementation of tax incentives such as corporate income tax deductions for manufacturing enterprises, additional deductions for R&D expenses, energy conservation and water conservation, and comprehensive resource utilization. Encourage relevant financial institutions to innovate financial products based on the actual situation of power equipment and provide financial services such as loans and guarantees to qualified power equipment companies. Give full play to the role of the national industrial and financial cooperation platform, strengthen the data connection and sharing of relevant enterprises, explore the value of data credit enhancement, and guide financial institutions to provide accurate and effective support for power equipment.
(III) Create a good development environment. Encourage state-owned enterprises to provide the first application scenario and trial environment of power equipment and use it first. Promote all regions to accelerate the construction of a unified national market. Study and issue relevant measures to regulate the bidding of the first unit (set) as soon as possible, and break the invisible barriers to the bidding and procurement of the first unit (set). Take advantage of the "Great Power Equipment Thousand Miles Tour" event and rely on relevant exhibition and display platforms to strengthen the quality and brand publicity of power equipment, strengthen the connection between supply and demand, and create a good environment for the development of power equipment.
(IV) Strengthen professional talent training. Vigorously implement the strategy of strengthening the country with talents, increase talent training efforts, encourage scientific research institutions, universities and enterprises to carry out joint training, establish talent training bases, etc., guide professional service institutions to innovate talent training models, and cultivate a group of high-end compound talents. Expand overseas talent introduction channels and increase the introduction of urgently needed and scarce high-level talents.
